Aspirant à fournir un environnement respectueux pour les témoignages des victimes appelées les Individus Ciblés, nous espérons que cet événement unique rapprochera tous les acteurs concernés : experts médicaux, juridiques, politiques et technologiques, ainsi que les représentants de la presse et des médias et les victimes, avec des buts communs : (1) révéler la constante recherche non consensuelle, (2) évaluer l’étendue de telles expérimentations amorales au niveau européen et international, et aussi: (3) rechercher des solutions possibles afin de protéger les citoyens de ces abus secrets.

Activist Post a été récemment contacté par un lanceur d’alerte anonyme qui a travaillé sur un projet secret de mind-control en cours pour DARPA. L’objectif du programme est de perturber à distance l’opposition politique et l’extrémisme en utilisant une « Stimulation Magnétique Transcrânienne » (TMS) en tandem avec la propagande sophistiquée basée sur cette technologie. Quand les dormeurs vont tomber de leur cocotier ça va leur faire drôle… Déjà 24 ans que je dois vivre avec ça, ils ne font que peaufiner… 24 ans que je me dis il va bien finir par y avoir un lanceur d’alerte, mais le système est tellement bien verrouillé, notamment par la définition clinique de la schizophrénie

La schizophrénie est un trouble psychique se développant généralement au début de la vie adulte. Elle est caractérisée par des difficultés à partager une interprétation du réel avec d’autres individus, ce qui entraîne des comportements et des discours bizarres, parfois délirants.

Les facteurs connus pour être liés au développement d’une schizophrénie sont multiples : d’ordre biologiques (génétique, neurobiologique, prise de toxiques (comme le cannabis), infectieux), psychologique (stress) et encore social (environnemental, isolement). Au début du XXI^e siècle, ils sont cependant largement incompris. Les mécanismes de cette pathologie sont eux aussi incomplètement compris.

Elle se manifeste souvent au début principalement par un sentiment d’étrangeté, une bizarrerie, des intérêts étranges, ésotériques, des incohérences dans le discours, un manque de motivation, des troubles de concentration, parfois un sentiment de persécution. Ceci peut aboutir au développement d’un délire paranoïde. On retrouve une désorganisation de la pensée et du discours. Dans 20 à 30 % des cas, la personne peut avoir des hallucinations, surtout auditives. Ces voix imaginaires (souvent les mêmes), parlent au malade pour commenter ses actes et ses choix. La schizophrénie engendre des dysfonctionnements qui évoluent avec des phases aiguës et des phases quasi asymptomatiques¹.

C’est le signal électrique qui vous fait interpréter le son que je produis, et une fois que vous avez ce signal électrique, qui peut venir d’une puce ou de beaucoup d’autres choses, vous pouvez faire entendre

physiquement des voix, certaines voix. Cela peut être une conversation, ou quelqu’un que vous voulez entendre. Cela peut être une voix douce et angélique, ou un dieu, ou quelque chose d’effrayant comme le diable, cela peut être n’importe quoi.

 

 

Revenons en au hacking de cerveau :

Laurent Alexandre était invité à alerter les responsables de la sécurité des systèmes d’information réunis pour les dernières Assises de Monaco(1), début octobre, sur les dangers d’un monde dans lequel neurosciences et IT ont commencé à fusionner. Chirurgien urologue, mais aussi énarque… et créateur d’entreprises, Laurent Alexandre s’est fait connaître au cours de la première décennie de ce siècle pour avoir lancé, puis revendu, Doctissimo.

Aujourd’hui, il préside la société belge Dna Vision, spécialisée dans le séquençage et l’interprétation de l’ADN. Mais il a, surtout, depuis un an, endossé l’habit du prophète pour nous mettre en garde, de tribunes dans les média en plateaux télé et en passant par les congrès les plus prestigieux, sur les dérives potentielles du neuro-business et la domination que sont en passe d’exercer les GAFA (Google-Amazon-Facebook-Apple).

Fil rouge de sa démonstration : nous ne sommes pas si loin de disposer des outils permettant de hacker le cerveau, en tout cas de commencer par savoir le lire, si ce n’est de le manipuler. Le développement rapide des technologies NBIC (2) montre que le continuum est en train de s’établir entre le cerveau biologique, l’intelligence artificielle, l’IT et les neurosciences. « La guerre des cerveaux a commencé, avertit Laurent Alexandre. Les GAFA, et surtout Google, mènent la danse. »

« La neurosécurité va devenir le premier des droits de l’homme », prédit alors le chirurgien à l’attention des responsables sécurité. « Qui aurait dit, il y a 15 ans, que les professionnels de l’IT allaient être au cœur des enjeux éthiques et neuropolitiques les plus fondamentaux de la société du 21e siècle ? ». Il expose – brillamment – les visées de la Silicon Valley en la matière, et son objectif premier de tuer la mort (3). Il insiste sur les investissements réalisés par Google et le projet « démiurgique » de ses dirigeants : « le vrai territoire de Google, c’est notre cerveau ». Une analyse qui tendrait en tout cas à prouver qu’il y a là une « urgence éthique » (selon les termes qu’il emploie d’ailleurs dans une tribune publiée par Le Monde en mars dernier : La futurologie médicale est une urgence éthique).

Having examined the draft of the Federal law « About the Submission of addendum to Article 6 of the Federal law « About Weapons », The Committee of the Governmental Duma for Safety has ruled:

1. To recommend that the Governmental Duma adopt the draft of the Federal law « About the submission of addendum to Article 6 of the Federal Law « About weapons » in the first reading.
2. To appoint a second speaker in accordance with the directiveon law-drafting from the deputy of the Governmental Duma [Iljukhin] Victor Ivanovich.
3. To authorize the actual Resolution with the text of the [law-drafting] and all of its supporting documents in the Soviet Governmental Duma, for inclusion in the [law- drafts] of the day’s plenary meeting of the Governmental Duma for the 20th of December of the year 2000.

Resolution

The Law-draft proposes an addendum to Article 6 of the Federal law « About Weapons » status, in accordance with which, in the territory of the Russian Federation, is prohibited the circulation in a civilian capacity and military, weapons and other objects, the offensive [attack] operations of which are based on the use of electro-magnetic radiation, infra-sonic radiation and ultra-sonic radiation.The achievements of contemporary science and technically predetermined informational and psychological technologies allow for the creation of means and methods of secret, remote influencing on the psyches and physiology of a person or of a group of people.

There exists a wide spectre [range] of devices with capabilities of guaranteeing the alteration of the mental capacities of a person, to program his behavior, to breakdown adequate reactions and to artificially foster symptoms of dependency.

Audio-visual influencing is accomplished through auditory or optical channels, when very weak, low-threshholds of irritation, which are not consciously perceived, are instilled deeply into the subconsciousness and imperceptibly orients the thinking and behavior of a person in an predetermined fashion.

With the aid of ultra-sonics, [devices {not legible}] or mechanical influences of [expansive] frequencies greater than 100 Hz, not noticed by a person, exert influences on the mental structures and nervous system, resulting in pain in the head, dizziness, a deterioration of the vision and of breathing [functions], and convulsions which can lead to the loss of consciousness.

The use of infra-sonic (very low-frequency, lower than 16 Hz) of a low intensity (of about 120 decibels) causes nausea, ringing in the ears, a deterioration of the vision, and generalized suffering. The sonic [sounds{effects}] of medium intensity (up to 130 decibels) break down the organs of digestion and the brain, resulting in paralysis and sometimes blindness. The effects of infra-sonics of an intensity of 130 decibels and higher can cause in the subject the stoppage of the heart.

Under the influence of ultra-high frequency radiation, there appears a breakdown in the interpretation of reality, weariness, dizziness, head pains; and the heart, the brain and the central nervous system can also be damaged. In the capacity of an [transmitive{as opposed to receptive}] antenna, for the transmission of such waves can be used telephonic equipment [devices], heating and sewer pipes, televisions, and fire-prevention [pipe/water supply systems{not legible}].

In practically the entire world, work on « methods of hidden influencing on the psyches of humans » are considered a [high] priority and enter into the roll of the most important technologies of the XXI century. The [intelligence agencies] of government insert into their military doctrines articles about the priority of the application on the front lines -in regional conflicts -of non-lethal weapons which allow for the attainment of victory with the least amount of losses, not only among its own troops, but also among the troops of the opposition.

At the initiative of the USA, within the framework of NATO, there was created a special workers group for the perspective use of devices of non-lethal effects for the coordination of [developments/breakthroughs] conducted in this field in Great Britain, France, Germany and Denmark. Generators were created in Frankfurt Institute for Chemical Technologies (Germany), intended for the treatment [dealing with/management] of large crowds in conditions of mass disorder. The transmissions of the latest French [devices{not legible}] are capable of not only penetrating through concrete and armour (plating), but also they can very quickly break them down. According to reports in means of mass information, the British army, in the year 1995, conducted in Northern Ireland field [real-time] testing of non-lethal weapons for dispersal of crowds. There are also available facts regarding the application of electro-magnetic weapons against subjects in Yugoslavia in the year 1999.

The creation of infra-sonic devices of [attack] was declared a priority in the USA, among all of the developments [in the field of] non-lethal weapons. According to the evaluation of military specialists, the American army, with the aid of un-manned, lethal devices, is capable -with the aid of a SVCh. (ultra-high frequency) generator –of stopping -at a distance of several hundred meters from shore, an enemy ship of a sea landing force. According to the appraisal of the Stockholm International Insitute of World Problems (SIPRI), in the next two years, expenditures in the USA for the development and purchase of non-lethal weapons will exceed a billion dollars.

At the present time, through the Federal law « About Weapons, » is it forbidden within the territory of the Russian Federation, in a civilian capacity and armed services, the circulation of weapons and other objects, the offensive operations of which are based only on the uses of radioactive radiation and biological factors, but they do not account for the development of informational and psychological technologies, the applications of which enable hidden influencing on the psyches and physiologies of people. This led to, in the Russian Congress, the possibility of the addendum to the Federal law « About Weapons, » which bear the aforementioned characteristics. This does not [weaken] the structure of the existing laws and is completely in keeping with its basic direction –the preservation [defense] of the lives of and the health of citizens and in guaranteeing public safety.

On the basis of the included, it is proposed that the draft of the Federal law « About the submission of addendum to Article 6 of the Federal Law « About weapons, » introduced by the Assembly of the Krasnojarskii region, be adopted in the first reading.

• For over ten years, V.N. Lopatin, a former Russian duma member, has worked to pass the 2001 Russian law banning electromagnetic weapons. Lopatin’s 1999 book Psychotronic Weapons and the Security of Russia is available at the UC Berkeley library and included an outline of the threat of psychotronic weapons and war and the importance of public relations concerning this global threat. On July 10, 2009, Leon Panetta, Director of the Central Intelligence Agency, briefed Congressional members regarding a secret CIA program that was never disclosed to Congress. The June 26 letter reveals that the Bush Administration « concealed significant actions from all members of Congress, and misled members for a number of years from 2001 to this week ». As a result, the House Intelligence Subcommittee on Investigations announced on July 17, 2009, that it would begin an investigation into the CIA program. An even bigger announcement followed when Attorney General Eric Holder, on August 25, 2009 stated that the Department of Justice had an obligation to examine the program activities for possible violations of law and announced that U.S. Attorney John Durham would be leading the investigation.

The content within this section discloses the author’s involvement with the program and the disturbing activities which have been kept secret from the media, the public, and even Congress for over a decade. What has the CIA been hiding? The answer is unsettling and reveals what is perhaps the darkest chapter in the history of our nation. The secret program is based on implantable biomedical technology, deployed surrepititiously for surveillance, torture, and covert behavior modification activities conducted domestically by the CIA National Clandestine Service (CIA/NCS) and CIA Office of Medical Services (CIA/OMS).

Such activities, while new to some, are unfortuanately, nothing new for the CIA who has a long history of using biomedical technology against unwitting U.S. citizens, and this is being done to us with our own tax dollars. The origins of these activities are fairly well documented. In 1988, under the Reagan administration, emerging technology and advances in neural prosthesis, cochlear implant, artificial retina, and wireless data technologies prompted then Vice President George H.W. Bush to revive a controversial CIA program called « MK-ULTRA », which existed for a ten year span between 1953 and 1963. The CIA Inspector General, J.S. Earman, in 1963, conducted a review of the MKULTRA program and the ensuing report detailed highly unlawful activities which included the use of unwitting U.S. Citizens as research subjects during efforts to develop implantable biomedical devices and pharmaceutical substances capable of being covertly deployed during clandestine operations to control human behavior and remotely monitor biological processes. The Inspector General stated that the program « threatened the civil rights and liberties of U.S. citizens », lacked any legal protection or cover story for CIA officials, and raised the possibility that the program could be discovered if a citizen were to obtain adequate medical treatment. Ultimately, the Inspector General recommended termination of the program. The existence of the old MK-ULTRA program might not have been discovered at all were it not for the Congressional Committees established to investigate the CIA in the wake of the Nixon era Watergate scandal.

Larson Media Founder Dave Larson has been directly involved in the development efforts of the program biomedical technology, as a research subject, biomedical engineering student, and through an informal relationship with NIH, DOD and CIA contract personnel connected to « the program ». Facts and materials appearing throughout this site are the result of more than 12 years of research, direct involvement in the program, FOIA requests, investigation, and communications with agency personnel and contractors.

Formal disclosures submitted to Congress have alleged that implantable biomedical devices have been deployed domestically for surveillance and torture and that administration war on terror and detention policies were specifically crafted with intent to prevent criminal prosecution for domestic use of the technology against Americans. The administration has used the technology domestically for partisan political purpose, and continues to deny Congressional oversight. It has become abunduntly clear that media attention and litigation is needed to address past abuses, prevent further abuse and is absolutely necessary to establish much needed oversight.
